Docker 将信号传递给 PID 1 进程。在您的情况下，由于您正在生成子进程，因此您没有收到信号。 如果CMD中只有1个处理，你可以这样做:

CMD ["/bin/ping","localhost"]

如果您像上面所说的那样进行多项操作，您可以在 CMD 中运行脚本并在脚本中进行信号处理并将其传递给后台进程。另一种选择是在 CMD 中只有一个命令处理。您可以在上一步中执行“go install”，然后在 CMD 中运行可执行文件。
