JAVA_HOME 应设置为 java 的主目录，而不是 bin。所以替换这个:

C:\Program Files\Java\jdk1.8.0_45\bin

与

C:\Program Files\Java\jdk1.8.0_45

java/bin 目录被添加到 PATH 系统变量以从任何地方运行 java。
